Can the MiniDock holds and charges an iPad?

Unfortunately the answer is no. It is designed for smaller devices like iPod and iPhone. The socket will not be able to hold the iPad’s weight.

Will my iPhone 4 with bumper fit into MiniDock?

Unfortunately, like most iPhone 4 docks available on the market, it will not fit because the bumper is too thick at the bottom and the pins cannot reach to your iPhone. You will need to remove the bumper first before you can charge your iPhone using MiniDock.
